Oneida Common Council meets tonight thumbnail

(Oneida, NY) The Oneida Common Council will meet Nov. 2 at 7 p.m. in Council Chambers. The following is the agenda.

1. MISCELLANEOUS UTILITY BILLING:  Receive and place on file the City of Oneida Miscellaneous Utility Billing for unpaid service charges, water rents and sewer taxes, authorize the charges in the 2009 assessment roll to be re-levied onto the 2010 tax roll, and set the Public Hearing for November 17, 2009 at 7:00 p.m. 

 

2. 2010 BUDGET:  Receive and place on file the Mayor’s 2010 City of Oneida Budget and set the Public Hearing for November 17, 2009 at 7:00 p.m.  (Hedglon) 

 

3.     CANVASS BIDS: Canvass bids for Capital Project 09-29 – Fire Engine Replacement and authorize the Fire Chief to expend funds in the amount of $442,000.00. (Hudson)

 

4.    SIGN FEES:  Pursuant to Section 190-43 of the Zoning Regulations, set the fees for sign permit applications.  (Moore)

 

5.     BUDGET AMENDMENTS: Authorize budget amendments to reimburse the Police Department, to reimburse HUD for interest earned on the Revolving Loan Fund Bank Account, and to reimburse Assessor’s account for mandated state training. (Cukierski)

 

6.    SEWER FUND CAPITAL PROJECTS: Authorize amending Sewer Fund Capital Project 09-03, Shattuck Ave. Sewer Replacement to Sewer Fund Capital Project 09-43, WWTP Aeration System Upgrade in the amount of $11,000.  (Bacher)

 

7.     PROPOSAL: Authorize the City Engineer to accept a proposal to purchase replacement components from the manufacturer, Aerostrip Corporation, and authorize the City Engineer to expend the remaining programmed funds for Capital Project 09-43, WWTP Aeration System Upgrade.  (Bacher)

 

8.    SIDEWALK REPLACEMENT ASSESSMENT ROLL: Receive and place on file the assessment roll for Capital Project 09-04, Sidewalk Replacement and set Public Hearing for December 15, 2009 at 7:00 p.m.  (Bacher)

 

9.    POLICE DEPARTMENT FEE:  Pursuant to Chapter 120, Section 120-1 of the City Code, authorize a fee of $25 per card for non-criminal fingerprints taken by the Oneida Police Department.  (Meeker)

 

10.  BUDGET TRANSFERS: Authorize budget transfers from various department accounts.  (Cukierski)

 

11.   CAPITAL PROJECT 09-26:  Authorize Police Chief to proceed with Capital Project 09-26-Bullet Resistant Vest Replacement and to expend funds in the amount of $10,366.  (Meeker)

 

12.   ONEIDA JUSTICE CENTER – CONSTRUCTION PROJECT:  Authorize deletion of Capital Project 09-16-City Court/City Offices Relocation-Construction Phase; amend and title Capital Project 09-15 to include the design and construction phases of the Oneida Justice Center project, and approve how said project will be financed.  (Bacher)

 

13.   ONEIDA JUSTICE CENTER – BID WITHDRAWN:  Receive and place on file a letter from S. E. Davis Construction LLC, Earlville, NY requesting their bid for the Oneida Justice Center Project be withdrawn. (Bacher)

 

14.   ONEIDA JUSTICE CENTER – LOWEST BIDDER RECOMMENDATION:  Receive and place on file a report from JCM Architectural Associates, project architect, which lists qualification statements for Contracting Management Inc. and Park City Builders of NY, Inc., Hamilton NY and recommends Park City Builders of NY, Inc. be found to be the lowest responsible bidder for Oneida Justice Center Contract 1A-General. (Bacher)

 

15.   ONEIDA JUSTICE CENTER – LETTERS FROM BIDDERS:  Receive and place on file letters from Park City Builders of NY, Inc., Hamilton NY, Contracting Management, Bernhards Bay, NY pertaining to their bids for Contract # 1A- Oneida Justice Center Project, from the City Engineer to Contracting Management, Inc. and from Contracting Management, Inc. to the City Engineer.  (Bacher)

 

16.   ONEIDA JUSTICE CENTER – LOWEST BIDDER RECOMMENDATION:  Receive and place on file a report from Barton & Loguidice PC, project engineer for Oneida Justice Center Project recommending the lowest responsible bidders for Contract #’s 1B-Mechanical, 1C-Plumbing, 1D-Elecrtrical, and 1E-Fire Protection.  (Bacher)

 

17.   ONEIDA JUSTICE CENTER – CANVASS BIDS – CONTRACT # 1A:   Canvass bids for Oneida Justice Center Contract # 1A – General and Alternative Items, and award contract to Contracting Management Inc., Bernhards Bay NY in the amount of $901,177.  (Bacher)

 

18.   ONEIDA JUSTICE CENTER – CANVASS BIDS – CONTRACT # 1B:   Canvass bids for Oneida Justice Center Contract # 1B – Mechanical and award contract to Avolio Brothers, Norwich NY in the amount of $115,119.  (Bacher)

 

19.   ONEIDA JUSTICE CENTER – CANVASS BIDS – CONTRACT # 1C:  Canvass bids for Oneida Justice Center Contract # 1C – Plumbing and award contract to H.J. Brandeles, Utica, NY in the amount of $81,315. (Bacher)

 

20.  ONEIDA JUSTICE CENTER – CANVASS BIDS – CONTRACT # 1D:  Canvass bids for Oneida Justice Center Contract # 1D – Electrical and award contract to Knapp Electric, Auburn, NY in the amount of $310,629.  (Bacher)

 

21.   ONEIDA JUSTICE CENTER – CANVASS BIDS – CONTRACT # 1E:   Canvass bids for Oneida Justice Center Contract # 1E – Fire Protection and award contract to Scharf Plumbing & Heating, Utica, NY in the amount of $20,000.  (Bacher)

 

22.  ONEIDA JUSTICE CENTER – PROFESSIONAL SERVICES PROPOSAL: Authorize the City Engineer to accept a Professional Engineering Services Proposal from Barton & Loguidice, PC for Construction Management Services for the Oneida Justice Center Project in an amount not to exceed $100,000.   (Bacher)

 

23.  ONEIDA JUSTICE CENTER – INCREASE APPROPRIATIONS – EXPEND FUNDS:   Appropriate funds for Capital Project 09-15 – City of Oneida Justice Center Design and Construction Project; authorize the City Engineer to expend funds in the amount of $1,874,077.00 for the construction phase of Capital Project 09-15; and direct the City Engineer to file quarterly reimbursement claims, in the amount of $1,031,788.00, with the Unified Court System, Sixth Judicial District for said project.  (Bacher)
