Government Operations

(Madison County, NY) Chairman Richard O. Bargabos (R – Smithfield), Vice Chairman John A. Reinhardt (Oneida Wards 1-3), Priscilla Suits (R – Eaton), Ron Bono (R – Madison) and Ralph Monforte (R – Cazenovia)

The Government Operations Committee is responsible for Personnel, Civil Service, Labor Relations, Insurance, County Attorney, Ethics Law, Office of the Clerk to the Board of Supervisors, Receptionist, Supervisors’ Accounts, Official Papers, Supervisors’ Journal, NYSAC, Public Relations to include Freedom of Information Law and Records Access Officer, OSHA, ADA, HIPAA,  Safety and Worker’s Compensation, Employees Assistance Program, Weights and Measures, Personnel Management Functions, participate in the interview process for new Department Heads with the respective legislative committee and to recommend to the Board the names of candidates for all county management positions, Purchasing, Information Technology including all County telephone services.

Finance, Ways and Means

Chairman Reinhardt, Vice Chairwoman Suits, Bargabos, Russell Cary (R – Fenner), Bob Kuiper (D – Hamilton)

Finance, Ways and Means is responsible for the office of the Treasurer and Budget Officer, preparation and administration of the County budget, Assessment,  Equalization and Assessment, Office of the County Clerk (to include Motor Vehicle Department), Community College Affairs and OTB Revenues.

Administration and Oversight

Chairwoman Suits, Vice Chairman James V. Rafte, Sr., Cary, Monforte and Scott Henderson (R – Oneida Wards 1-3)

Administration and Oversight Committee is responsible for legislative committees, legislative rules and operations, Board of Elections, examine and investigate the delivery of county services to ensure that they are efficient, effective and non-duplicating.

Social and Mental Heath Services

Chairman John Salka (R,C,I – Brookfield), Vice Chairman Lewis Carinci (D – Oneida Wards 4-6), Alexander Stepanski (R – Stockbridge), Roger Bradstreet (D – Nelson), James Goldstein (D,C,I – Lebanon)

The Social and Mental Health Services Committee is responsible for the administration and operation of all services as prescribed by the New York State Department of Social Services and the Federal Food Stamp Program, County Youth Bureau and Youth Services Project Heap, Veterans Affairs, Housing for the Elderly/low Income, SNACK, RSVP, Office of the Aging, day care services, the Mental Health Department; including the Association for Retarded Citizens, Sequin Community Services and facilities, and the Community Action Program for Madison County, Inc.

Public Health Services

Salka, Carinci, Stepanski, Bradstreet, Goldstein

Public Health Services Committee is responsible for all department of Public Health Programs; including Home Care, Preventive Health Care, Preventive Health Nursing, Environmental Health, Physically Handicapped Children’s Program, Special Education for Handicapped Children, which includes; Court Ordered Education, county passenger vehicle fleet, Wanderer’s Rest, animal disease and dog control.

Planning, Economic Development, Environmental and Intergovernmental Affairs

Chairman Cary, Vice Chairman Monforte, Rafte, Reinhardt, Suits

Planning, Economic Development, Environmental and Intergovernmental Affairs is responsible for the County Planning Department, the development, implementation, and ongoing evaluation of Madison County’s long range planning program, the County Planning Board, Community development, public transportation, tourism, economic development, the Industrial Development Agency, the Environmental Management Council, public lands, County parks and County Park Commission, agriculture districts and the Agriculture and Farmland Preservation Board, County Fair, historic preservation, County Historian, County Historical Society, Central New York Regional Planning and Development, Central New York Regional Market Authority, Cooperative Extension, Federated Conservation Clubs, Soil and Water Conservation District, Forest Practices, Fish and Wildlife Management, County ABC Board, Children’s Camp, Mid-York Library System and Employment & Training.

Ad Hoc Committee on Energy

Chairman Cary, Dan Degear (R – DeRuyter), Salka, Suits, Darrin P. Ball (R,C,I – Lincoln), Kuiper

The Public Utility Service Committee is responsible for examining, reviewing, and making recommendations to the Board of Supervisors on the development and implementation of Public Utility Service in Madison County.

Criminal Justice, Public Safety and Telecommunications

Chairman Ball, Vice Chairman Bradstreet, Carinci, Henderson, Kuiper

The Criminal Justice, Public Safety and Telecommunications Committee is responsible for the Office of the District Attorney, Sheriff’s Department, Law Enforcement, Correctional Facilities, Assigned Counsel, Stop DWI Program, Legal Aid and Judiciary, Coroner/Medical Examiner, Probation, Volunteer Firemen, Office of Emergency Preparedness, Civil Defense, Traffic Safety Board, Fire Advisory Board, Communications, Rescue and E-911.

Public Works

Chairman Degear, Vice Chairman Rocco J. Diveronica (R,C,I – Lenox), Stepanski, Bono, David Coye (R – Georgetown)

Public Works Committee is responsible for county highways, highway equipment, Central Garage and motor fleet operation, county road maintenance and ice and snow control, Madison County (Cazenovia) Sewer District and wastewater collection, treatment and disposal.

County Buildings and Grounds

Degear, DiVeronica, Stepanski, Bono, Coye

County Buildings and Grounds Committee is responsible for the county’s buildings and grounds, county mail and distribution services, receive and printing services.

Solid Waste and Recycling

Chairman DiVeronica, Vice Chairman Henderson, Ball, Goldstein, Coye

Solid Waste and Recycling Committee is responsible for solid waste disposal, andfill, resource recovery and recycling.

Native American Affairs

Chairman John M. Becker (R,C,I – Sullivan), Vice Chairman DiVeronica, Rafte, Bargabos, Stepanski, Degear, Reinhardt

Native American Affairs Committee is responsible for coordination of relations with the Indian Nations of and affecting Madison County, including the Oneida and Stockbridge Munsee Indian Land Claims, purchases or other acquisitions of lands, provision of County services, real property assessment and taxation, and potential development initiatives.
