Earlville Mayor Resigns; Deputy Mayor Excell Appointed Interim

 By Chris Hoffman

(Earlville, NY – Dec. 2011) At a special meeting of the Board of Trustees of the Village of Earlville on Wednesday, Dec. 28, trustees Henry Moore, Gerald Hayes, and Tom Taylor discussed the letter of resignation submitted on Dec. 26 by Mayor Mark Doeberl to Deputy Mayor Bill Excell.  The resignation was effective immediately.

The Board discussion took place in open session for the benefit of about 11 members of the public in attendance. Clerk-Treasurer Kelly Beach said most of the people who came to the meeting had never previously attended a Village Board meeting.

Doeberl’s letter of resignation came after he was arrested by state police at a safety road check on State Route 12B in the town of Eaton on the afternoon of Friday, Dec. 23.  Doeberl was charged with driving while intoxicated and is scheduled to appear in the Eaton Town Court on Jan. 25.

Trustee Hayes stated that he was disinclined to accept Doeberl’s resignation because he believed that the incident did not affect Deoberl’s ability to perform his duties as mayor.  While all trustees agreed, Excell stated that his discussions with Doeberl indicated that Doeberl was adamant that his resignation was in the best interest of the Village and could not be persuaded otherwise.

The trustees ultimately voted to accept the resignation and appointed Excell as interim mayor until March 31, 2012.  A newly elected major, reflecting the results of the general election on March 20, 2012, will begin his or her term as of April 1, 2012.

Excell’s appointment as interim mayor creates a vacant trustee position on the board.  Applications may be submitted no later than Jan. 8 to the Village Office at P.O. Box 88, Earlville, NY 13332.

Based on the applications received, Interim Mayor Excell will make an appointment to fill the vacancy, as per Village Law 3-312, at the regular Board meeting on Jan. 10 at 7 p.m.  State law requires trustees to be at least 18 years old, a resident of the Village of Earlville, and a citizen of the United States.
